Serbia. Europe without the eurozone and EU compliance by default.

Serbia is often chosen for founder relocation, local hiring and work with European counterparties. Residency isn't a side-effect of registering a company — it's a separate package.

DOO, Preduzetnik or AD

DOO (LLC) — the main form for businesses with partners and EU clients. Minimum capital is symbolic.

Preduzetnik (sole proprietorship) — flat-rate tax for some activities (with limits). Suits a portion of IT freelancers.

Tax

CIT — 15% on profit. VAT (PDV) — 20%, mandatory registration after ≈ 8M RSD turnover. Dividends — 15% withholding (reduced under treaties).

Bank and contracts

Banks: Raiffeisen, OTP, Banca Intesa, NLB. KYC is calmer than in the GCC, but contracts, business description and a local address are mandatory.

Payment providers — Stripe (via an EU entity), Wise Business, Revolut Business as auxiliary accounts.

Residency (boravak) and work

Residency is a separate filing: bases include working in your own company, real estate, private grounds. First issuance — typically 1 year, then renewal.

After 3 years — path to permanent residence, after 5 — to citizenship if conditions are met.

When it fits

  • founder relocation with locally hired team;
  • consulting and services for European clients;
  • small operating companies with local accounting.

When another country fits better

  • GCC focus and MENA payments;
  • large holdings — other jurisdictions fit better.
